The cartoon pokes fun at the heavy industrial pollution affecting Oldham in the late 19th and much of the 20th Century, satirising the problem as an ironic tourist feature! As Fitton wryly noted, "somebody has just discovered that smoke is good for the health." The problem of urban pollution was not really properly tackled until the passing of the Clean Air Acts of 1956 and 1968, although eariler attempts had been made to reduce pollution through legislation, from the Improvement Clauses Act of 1847 (to reduce factory smoke), the Sanitary Act of 1866 (whicn empowered sanitary authorities to take action against smoke nuisances), the Public Health Act of 1875 (which included smoke abatement legislation that has been used to the present day), and the Smoke Abatement Act of 1926. |
